Small business has questioned the timing of proposed increases in electricity prices in Western Australia.
The Office of Energy has proposed that small business pay up to 85-per cent more for power over the next three years, while the increase for households over the same period should be 116 per cent.
The President of the Independent Grocers Association John Cummings says if the government accepts the recommendation, price increases should be staggered.
Mr Cummings says such dramatic rises would be particularly damaging to small businesses in the current economic climate.
More than 140,000 Victorian electricity customers have been without power this afternoon, due to a shortage of supply on the national grid.
National regulator NEMCO has told the power companies to start load-shedding and they are now taking customers off supply for two hours at a time, to lighten the load.
At one stage, 58,000 Powercor customers in areas including Geelong north, Bendigo, Shepparton, Castlemaine and Werribee were offline, but that figure has now dropped back to 13,000.

The University electricity supplier npower business donated 1200 Compact Fluorescent Lamps (CFLs) to the University, a further 500 CFL's were donated by the University gas supplier E.ON.
The CFLs will enable the University to save 1,052,688 Kilowatt Hours of electricity over the lifetime of the bulbs.
This energy saving equates to a reduction of 452 tonnes of carbon dioxide.

Britain's second biggest gas and electricity supplier, Scottish and Southern Energy, warned today the industry stood on the brink of radical change.
Centralised fossil fuel fired generation would have to give way to a combination of energy efficiency and diversity of generation.
"The days of meeting an unchecked demand for energy through monolithic carbon intensive power stations are coming to an end. Increasingly the emphasis will be on energy efficiency, renewables, cleaned up fossil fuel plant and micro generation," the company said in a statement accompanying its full-year results.

This paper presents an exploratory study of the possible physical impacts of climate change on the electric power system, and how these impacts could be incorporated into resource planning in the Western United States. While many aspects of climate change and energy have been discussed in the literature, there has not yet been a systematic review of the relationship between specific physical effects and the quantitative analyses that are commonly used in planning studies. The core of the problem is to understand how the electric system is vulnerable to physical weather risk, and how to make use of information from climate models to characterize the way these risks may evolve over time, including a treatment of uncertainty. In this paper, to provide the necessary technical background in climate science, we present an overview of the basic physics of climate and explain some of the methodologies used in climate modeling studies, particularly the importance of emissions scenarios. We also provide a brief survey of recent climate-related studies relevant to electric system planning in the Western US. To define the institutional context, we discuss the core elements of the resource and reliability planning processes used currently by utilities and by the Western Electricity Coordinating Council. To illustrate more precisely how climate-related risk could be incorporated into modeling exercises, we discuss three idealized examples. Overall, we argue that existing methods of analysis can and should be extended to encompass the uncertainties related to future climate. While the focus here is on risk related to physical impacts, the same principles apply to a consideration of how future climate change policy decisions might impact the design and functioning of the electric grid. We conclude with some suggestions and recommendations on how to begin developing this approach within the existing electric system planning framework for the West.
